GENERAL ADMINISTRATION OF CUSTOMS OF THE PEOPLE'S REPUBLIC OF CHINA
ANNOUNCEMENT
No. 90 of 2026
In accordance with relevant Chinese laws and regulations and the provisions agreed between the General Administration of Customs of the People's Republic of China (hereinafter referred to as the “Chinese side”) and the Ministry of Agriculture, Forestry and Water Management of the Republic of Serbia (hereinafter referred to as the “Serbian side”) concerning inspection and quarantine requirements for poultry meat exported to China, the importation of Serbian poultry meat meeting the relevant requirements is permitted as of the date of this Announcement.
I. Basis for Inspection and Quarantine
(1) Laws and Regulations
The Food Safety Law of the People's Republic of China and its implementing regulations; the Law of the People's Republic of China on the Entry and Exit Animal and Plant Quarantine and its implementing regulations; the Law of the People's Republic of China on Import and Export Commodity Inspection and its implementing regulations; the Measures of the People's Republic of China for the Administration of Import and Export Food Safety; the Regulations of the People's Republic of China on the Registration Administration of Overseas Manufacturers of Imported Food; and other relevant provisions.
(2) Bilateral Protocol
The Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture, Forestry and Water Management of the Republic of Serbia on Inspection and Quarantine Requirements for Poultry Meat Exported to China (hereinafter referred to as the “Protocol”).
II. Scope of Products Permitted for Export to China
Serbian poultry meat permitted for export to China refers to edible frozen poultry carcasses (the edible body portions of live poultry after slaughter and bleeding and removal of feathers, viscera, head and feet), cuts thereof, and edible poultry by-products.
Edible frozen poultry carcasses and cuts include frozen whole chicken (excluding viscera and digestive organs such as the stomach and intestines), frozen chicken meat (whole or in pieces, excluding frozen chicken breast and frozen chicken legs), frozen chicken breast, frozen chicken legs, frozen whole wings and wing cuts (drumettes, mid-joints, two-joint wings and wing tips). Edible poultry by-products include frozen chicken hearts, frozen chicken livers, frozen chicken gizzards and frozen chicken feet.
III. Requirements for Production Establishments
(1) Poultry meat production establishments exporting to China, including slaughtering, cutting and storage establishments (slaughtering and cutting shall be integrated within the same establishment), shall be registered by the Chinese side. Poultry meat production establishments that have not been registered may not export poultry meat to China.
(2) The Serbian side shall supervise poultry meat production establishments intending to export to China and ensure that they comply with relevant Chinese and Serbian veterinary health and public health laws and regulations.
(3) Poultry meat production establishments exporting to China shall have established traceability systems ensuring that exported poultry meat can be traced back to the farm of origin.
IV. Requirements for Animals from Which the Products Are Derived
(1) The Serbian side confirms that Serbia is free from highly pathogenic avian influenza and Newcastle disease in commercial poultry and meets the relevant requirements of the World Organisation for Animal Health (WOAH) Terrestrial Animal Health Code.
(2) The poultry shall have been hatched, raised and slaughtered in Serbia, shall not have been raised together with other captive animals, and shall be traceable to the farm of origin.
(3) The poultry shall originate from farms/premises where, during the 12 months prior to slaughter, no Category II infectious or parasitic disease specified in the List of Quarantine Diseases for Animals Entering the People's Republic of China that is related to poultry and may be transmitted through poultry meat has occurred.
(4) During the six months prior to slaughter, the poultry shall not originate from farms/premises subject to quarantine restrictions or surveillance due to suspected or confirmed infection in poultry flocks with poultry diseases listed in Chinese or Serbian animal health regulations or by WOAH, other than those referred to in Item (3) above.
(5) Veterinary drugs and feed additives prohibited by both sides shall never have been used.
(6) The poultry shall show no clinical signs of infectious disease; carcasses and organs shall show no pathological changes; and ante-mortem and post-mortem inspection shall have been passed.
V. Production, Storage and Transportation Requirements
(1) Processing workshop layouts shall effectively separate dirty and clean areas, maintain a rational process flow, and prevent cross-contamination.
(2) Cold stores shall have dedicated, clearly identified areas for poultry meat intended for export to China. Edible poultry by-products shall be separately packaged by product type.
(3) The entire process from packaging and storage through transportation shall comply with relevant Chinese and Serbian hygiene requirements and prevent contamination by harmful substances.
(4) Poultry meat exported to China shall be stored and transported under appropriate temperature conditions, and the core temperature of the product shall not exceed -15°C.
(5) After goods are loaded into containers and before transportation, seals shall be affixed under the supervision of the Serbian side. The seal number shall be indicated on the veterinary health certificate. Packages shall not be opened or replaced during transportation.
VI. Product Requirements
(1) Serbia's national residue monitoring plan shall be implemented to demonstrate that residues in the products of veterinary drugs, pesticides, heavy metals, persistent organic pollutants (POPs), including dioxins, dioxin-like polychlorinated biphenyls and non-dioxin-like polychlorinated biphenyls, polycyclic aromatic hydrocarbons, and other toxic or harmful substances do not exceed the maximum residue limits (MRLs) prescribed by China and Serbia.
(2) Products shall not be contaminated by pathogenic microorganisms and shall comply with Chinese and Serbian laws and regulations and international standards.
(3) Products shall not be contaminated by nuclear radiation.
(4) Products shall be safe, hygienic and fit for human consumption.
VII. Packaging, Labeling and Certificate Requirements
(1) Products shall be packaged using new materials that comply with China's national food safety standards and international hygiene standards.
(2) Products shall have individual inner packaging. The inner packaging shall indicate, in Chinese and English or in Chinese and Serbian, the product name, country of origin, registration number of the production establishment and production batch number.
(3) The outer packaging shall indicate, in Chinese and English or in Chinese and Serbian, the product name, specification, place of origin (country/region/city), registration number of the production establishment, production batch number, destination (identified as the People's Republic of China), production date (year, month and day), shelf life, storage temperature and other required information, and shall bear an official inspection and quarantine mark, either affixed or printed.
(4) Prepackaged poultry meat products shall also comply with Chinese laws, regulations and standards concerning labeling of prepackaged foods.
(5) Each container of poultry meat exported to China shall be accompanied by at least one original official veterinary health certificate.
VIII. Entry Inspection and Quarantine Requirements
(1) Document Verification
1. Verify whether the products originate from registered establishments.
2. Verify whether an Entry Animal and Plant Quarantine Permit has been obtained.
3. Verify whether the health certificate is authentic and valid.
(2) Cargo Inspection
China Customs shall conduct inspection and quarantine of poultry meat exported to China in accordance with relevant laws, administrative regulations and rules and the requirements of this Announcement. Products that pass inspection and quarantine shall be permitted entry.
(3) Handling of Non-compliance
Where non-compliance is identified during entry inspection and quarantine, China Customs shall dispose of the products in accordance with relevant laws, administrative regulations, rules, the Protocol and other applicable provisions.
