GENERAL ADMINISTRATION OF CUSTOMS OF THE PEOPLE'S REPUBLIC OF CHINA
ANNOUNCEMENT
No. 79 of 2026
In accordance with relevant Chinese laws and regulations and the provisions agreed between GACC (the “Chinese side”) and the Ministry of Agriculture and Food Sovereignty of the Republic of Madagascar (the “Madagascan side”) concerning phytosanitary requirements for peanuts exported from Madagascar to China, imports of Madagascan peanuts meeting the following requirements are permitted as of the date of this Announcement.
I. Inspection and Quarantine Basis
(1) Biosecurity Law of the People's Republic of China;
(2) Law of the People's Republic of China on the Entry and Exit Animal and Plant Quarantine and its implementing regulations;
(3) Food Safety Law of the People's Republic of China and its implementing regulations;
(4) Measures of the People's Republic of China for the Administration of Import and Export Food Safety;
(5) Protocol between GACC and the Ministry of Agriculture and Food Sovereignty of Madagascar on Phytosanitary Requirements for Peanuts Exported from Madagascar to China.
II. Commodity Permitted for Entry
“Peanuts” (Arachis hypogaea L.) means shelled peanut kernels grown and processed in Madagascar, intended for food or processing and not for planting.
III. Approved Origin
The entire territory of Madagascar.
IV. Establishment Registration
The Madagascan side shall ensure that production, processing and storage establishments for peanuts exported to China comply with Chinese phytosanitary requirements and shall recommend qualified establishments to the Chinese side in advance. Establishments passing Chinese inspection or review shall be registered and published on the GACC website, with the list dynamically updated.

VI. Pre-shipment Requirements
(1) Production. In accordance with relevant International Standards for Phytosanitary Measures, the Madagascan side shall conduct pest surveys and integrated pest management during production, processing and storage. Technical personnel of the Plant Protection Directorate or regional agricultural and food sovereignty authorities shall conduct field monitoring and IPM. Pesticides prohibited by China shall not be used. Pest survey reports and IPM records shall be provided to China upon request.
(2) Processing, packaging and transportation. Peanuts shall be shelled, screened and manually selected to remove moldy or insect-damaged kernels and foreign matter and shall be free from live insects, weeds, peanut shells and soil. Necessary fumigation shall be carried out before export to eliminate storage pests. Processed peanuts for China shall be stored separately from peanuts for other markets to prevent contamination. Packaging shall be new, clean, sanitary and phytosanitarily compliant. Each package shall be marked in Chinese or English with “This product will be exported to the People's Republic of China,” product name, establishment name and registration number. Conveyances shall be thoroughly inspected before loading.
(3) Pre-export inspection, quarantine and certification. The Madagascan side shall inspect each consignment and conduct aflatoxin testing to ensure compliance with China's National Food Safety Standard GB 2761. Plant quarantine laboratories shall test samples to confirm compliance with Chinese phytosanitary laws, regulations and standards and absence of the pests listed in Section V. A phytosanitary certificate shall be issued for compliant consignments with the additional declaration: “The consignment complies with the phytosanitary requirements described in the Peanut Protocol from Madagascar to China and is free from the quarantine pests concerned by China.” The certificate shall indicate the names and registration numbers of the production, processing and storage establishments and the container number. Where fumigation is performed, the fumigant, dosage, treatment temperature and duration shall be stated.
VII. Entry Inspection and Quarantine
Customs shall verify that the goods originate from registered establishments and that phytosanitary certificates are authentic and valid, and shall conduct inspection and quarantine under applicable provisions.
Consignments without a valid phytosanitary certificate, from an unregistered establishment, or containing soil shall be returned or destroyed. Where live quarantine pests of concern to China or other quarantine pests are found, the consignment shall be treated, returned or destroyed. Other violations of Chinese entry phytosanitary or food safety requirements shall be handled according to law.
The Chinese side shall notify the Madagascan side of non-compliance and may suspend the relevant establishment's eligibility to export to China until effective corrective measures have been taken.
